Is colonic hydrotherapy the same as an enema?

No, an enema will only flush out the rectum and a small part of the descending colon - the transverse and ascending portions of the colon are not reached. They can also be messy.
In contrast, colonic hydrotherapy sends water along the entire length of the colon with up to five gallons passing through in each session. In short, it is a very controlled procedure which achieves a much more thorough cleanse.
